In Connect Edition Update 2, on Windows 10
When I go from an open dgn file, go to the "File > Open > Browse" dialog, select a dgn from the listing, a Preview window displays to look around in the file. I am having an issue, that as long as that dgn is being previewed you cannot adjust the Sizing bar (between the Preview and File listing) as you can in File Explorer and there is no option to close the Preview, as in File Explorer. I have to select something other than the dgn to adjust the size of the Preview. It works for other file types (i.e. jpg, pdf, dwg) but not a dgn. Is this an issue with anyone else? Is there a fix for this?

Issue mentioned is not reproduced on my Win10 box. Preview window could be adjusted on File Open dialog, Button indicated in red box can be used for closing preview window.
Can you share a video of issue faced ?

I am seeing the same issue in Connect Edition Update 2, on Windows 7.
It appears to be related to the AccuSnap. I can get the window to resize if I perform a right click while an element is highlighted by AccuSnap. This opens the pop-up that lists the view control tools. This also suspends AccuSnap while the pop-up is open. While this pop-up is open, try to adjust the File Open dialog size, but don't allow the mouse cursor to move into the preview area or AccuSnap will become active again. I usually get it to adjust freely on the second dialog resize attempt. Now you should be able to freely adjust the preview area until you select a different file.
