I have used the Notes tool for years with fairly good and consistent success, and every once in a while I run into a situation where the text related to the note has shifted, usually after I close the file and work on something else, then open the file again to the notes being shifted, automatically I might add. No one else has opened the file. Now if it happened and I could resolve it, I could live with that but I cannot resolve the issue without recreating all the notes, in some cases minor and doable, in others I have a lot of notes on multiple sheets where this has occurred and very time consuming to correct. The dimension update and change attributes tools does not resolve the issue even with the dim style and text style in check and correct. New notes placed will not have the issue.
So, has anyone ran into this and has anyone been able to correct the notes without recreating them?
I wish I knew why it is doing this as well so any ideas to help me understand.
Any ideas or assistance would be greatly appreciated.

the version being used is V8i SS3 .578. The dgnlib has not been modified and the setting in the dimstyle match the library at the time of placement as well as when the file was opened. A screenshot has been added.
Thanks for the screen capture. It is quite concerning that the text here is shifting position when you make edits to the file. You stated that it is MicroStation V8i SS3 (08.11.09.578). Is this a version you have installed for another software package that sits on top, like Descartes or InRoads etc.? Do the Dimension Styles used here come from a DGNLIB file or are they just within the DGN file? Oh, is this a DGN format file that is being modified or could it be another format, like DWG? Would you be able to supply an example file that you have seen this recently occur. This would need to include any working files, like the Design Library, that may be storing the styles etc.
