There is not enough information to answer your question. Please tell us what version of M-Sta. you are using and a better more elaborate question on what is happening. A small sample also helps us understand. Koert gave you 2 possible reasons. Your ACS Plane Snap Lock is On, or you are in a 2D model.

Also check your AccuDraw settings, and make sure the Sticky Z Lock is not ticked.
