U3 - Not able to create New file from Open dialog

Not sure I follow what you are asking. Do you not have the following options ?

I believe Stuart is speaking from the Open Dialog and not the backstage.

So from Ctrl + O I now can't create anew file whereas is SS3/SS4 you can.

So is this WAD or just missed?

From within MicroStation you can create a new file doing File menu\New file

But I believe you are right by doing Ctrl+O the dialog opens but the icon that allows you to create a new file is not available from here in CONNECT Edition.

You can use Ctrl+ N  instead , I tried with this one and it allows me to create a new file by selecting the seed file needed.

So Ctrl+ O to Open a file and Ctrl+ N to create a New file
