I have some 3D cells for standard UDOT Sign Panels and Post. I opened the cell library up and added item type information to each cell. If I open my original signing file and run cell replacer to update the cells, the graphics updates but the item type information does not show up. I also tried just placing a new cell and the item type data does not place with a new cell. Frankly this is a major weakness. We are going to want to be able to place the data with the cells. There should be a checkbox that lets you include the item type information when you place the cell and cell replacer should let you strip, or override/update these items.

I could not understand your end to end workflow hence just posting my workflow. Please convey yours so that we could narrow down failure.
At present, I am unable to reproduce defect. Here is what I tried. I know that there are multiple workflows possible, I am starting with very basic one. That might help us in understanding your workflow.
Test data - Check attached Marlin_Studios_Vehicle_Library.cel
1. Opened attached Marlin_Studios_Vehicle_Library.cel in Microstation. ( Originally this file was without item type)
2. Created a item type library and item type. Check attached image.
3. Using explorer, attached above item type to all models. ( Verified the same)
4. Performed, save and save settings.
5. Closed Active cell library.
6. Opened new 3D dgn file.
7. Placed cell for VW Passat White. (Verified Items type attachment)
8. Started " Replace cell" tool.
9. Replaced with "Volvo Estate white" cell.
10. Checked for properties. (Verified that item type attachment)
Is it possible to check cell placement in new file ? Check if item type propagates.
Is it possible to delete item type propagated and checking with replace scenario. Please provide more information.

this is different to that what Terry was asking.
He started with a cell without linked item type. in your example you first start with a cell that already have item types. so your replace cell is good.
what if you start with a cell without linked item types?
and what kind of cell are you using?
