Hello,
I am trying to attach the USGS Topo map using the WMS option in Raster Manager. I created a ".xwms" file, saved and attached it, however, the attachment received an error message "The value of the following parameter is invalid SCALEHINT:MAX value-[8041]".
The server address is https://basemap.nationalmap.gov/arcgis/services/USGSTopo/MapServer/WmsServer
How can this be fixed? thanks,

Just edit the xwms and set scalehint to 0.
I do not see that data in the xwms we are trying to use.

You mean you don't have such line in .xwms <ScaleHint Min="0" Max="infinity" /> ?
If not then maybe it is WMS 1.3 version where ScaleHint is replaced by MinScaleDenominator and MaxScaleDenominator
