We have got several cell elements that contain dimension elements.
Very often its necessary to resize the cell elements after they have been placed into a drawing.
The users resize the cell elements using the 4 corner spots:

create a sub model place your cell there and self ref attach the sub model and scale by points the reference it should not change the dim values just make the image bigger.... if doesnt work as intended return to the sub model and drop the cell and drop the dimensions return to default model and scale ref should be perfect!

so they look like dims but no longer are dims, they are just lines and text.....
And you the Experiended guy know to go to all the cell models needed and do it for your less experienced guys and they wont even know its been done..
But I still prefer to use scale proportional cells via place cell and turn on the scale only and interactive mode, then only need 2 points in one direction as in your example the text is distorted
