When I click the icon for CONNECT Advisor next to Help it doesn't do anything apart a show a long message in Message Centre. What is supposed to happen when I click this icon?

I guess CONNECT Advisor dialog should open (copied from help file) as described in MicroStation documentation.
But I have to say it's does not work in my case:
If I am not logged in through CONNECT Client, this dialog appears:
Ok, it makes sense, there should be some connection mechanism behind. But when I am signed in, this dialog is opened:
So "something" is happening on my computer, but I have no time to solve this issue (there is not any information what this suvscription means), so I stopped to test this feature. And based on this question it seems I am not alone with the same problem.

Hi Jan, That message normally pops up If net connectivity is turned off . Hit F1 on start screen or welcome screen and see if the CONNECT advisor provides same message. if so, Could you please check for these logs "SmartAdvisorLog.exe" normally by default in directory “C:\Users\... \AppData\Local\Bentley\Logs” ? Jan was attempting to help someone else on this Forum. He's not a Bentley Systems employee, yet, you're asking him to perform tasks on behalf of a third party for which he doesn't have time. He's asked for more "information what this subscription means", which only Bentley Systems can provide.
Bentley Systems have added something to Windows, without explaining fully what it is.
