MICROSTATION-MERGE TO MASTER

Question

Hello, 
 
 I am using Microstation V8i SS2. 
 
 When I combine files by selecting "merge to master," all the levels in the reference file, once merged, are changed to the Default level. I have also tried to copy and paste the reference file into my destination file, and I experience the same, all levels original to the reference file are changed to the Default level. Is there a setting that causes all levels to be changed to default once copied or merged into a destination file ?

Can you create new levels yourself? If not, your administrator may have locked out level creation. In that case it makes sense that everything would end up on Default.

to expand Ron's answer further: The capability to create levels is workspace driven by _USTN_CAPABILITY variable. Because it's hidden by default, you can check its value using key-in "expand echo $(_USTN_CAPABILITY)". It displayes the variable value in Message Center details. If level creation is not allowed, the value should contain -CAPABILITY_LEVELS_CREATE string.
