When I attach a reference file I am able to use overrides to change the color, style and weight. Is there a way to also change the level name?
For example, if I am referencing File 1 into File 2 and my line is on Level A in File 1 but I want it to display as Level B in File 2, is that possible?

No its a reference file so you can only change symbology, not its Level names...
You can attach a ref file on a level name in the ref manager like with acad but it doesnt change the level names when you move the mouse close it still gives the real level names...
You might be able to trick msnt with sub model self referenced into itself on a level name that exists in the submodel
I'll need to test this .. but what your asking defeats the whole point of reference files they are FOR REFERENCE
Now I think it easier to just make a sub model in ref file 1 and copy all the objects in level A and rename them in the sub model level B call the sub model resymbolised Level A to Level B especially in the ref description then when attached you can choose which model the one with Level A or the one with Level B
either way the models will get out of synch if nobody remembers to copy new objects added to level A into the level B model. maybe saved views may be an option...
You could augment the models with non print construction BIG text to tell future drafters that they need to update the sub model.. still very clumsy....
