Mouse wheel not working for scrolling up/down in menus

I just got a new mouse and can't figure out why the mouse wheel no longer scrolls up/down when in any of the Microstation menus. I haven't made any adjustments to the mouse settings recently and am not sure what's causing this. Another thing I've noticed since using the new mouse is that the zoom in/out is much faster than it used to be. For this latter issue, I tried adjusting some of the wheel settings in the mouse properties dialog in windows and it didn't seem to have any effect. Any help is much appreciated.
