Is there way to stretch or compress a single line text to a specific measurement? (Not related to word wrapping, nor line length)

To elaborate on my initial post, this text field would allow me to edit it and anything i type in there will stretch or compress to the set measurement while keeping its height locked. see image below. 

Hi! Have you found any way to automatically stretch text like this?

The only way I would know is three step

1 Press ALT+Datapoint with the cursor on the given ext -  to match the text size settings with "match element fromcursor" (I have that on the button assingment  for Alt+Datapoint)

2. Scale the text via handles

3. change Text attributes (Height only) 

but if you edit this text later  will it still stay within the 3  units length even though we have more text than before?

No, it will retain the text sizing, but more (or fewer letters) will change the length. If you want the length back, you will have to modify it again. There is no tool to set or lock the size of a "text box" because that isn't how MicroStation works. Text element "length" is not a writeable property, it can only be reported. It can be changed through element manipulation, but it's not any kind of defining attribute.
