I have noticed that Bing Maps attached as raster references have outdated road layers. Online Bing maps are more actual. Is it because Microstation uses some older API or what?

Microstation view is same as Arcgis: https://arcg.is/byHL9 So it is vice-versa for us that online map is more actual. The map seems 2 years behind as the construction is finished.
Busted. It seems Bing maps used the roads from opendata.riga or opendata.riga had the same source:
