[CONNECT] Show Custom Toolbox automatically

I have a custom toolbox.  It is stored in a DGNLIB in folder X:\ProgramData\Bentley\CONNECT\Configuration\Organization\Dgnlib\Gui.  I can display that toolbox from MicroStation's Tool Boxes dialog (menu Settings|User|Tool Boxes)...

How do I show that Toolbox automatically when MicroStation is started?  Is there a configuration variable I should set, or a check-box somewhere that should be set?

When I first created that Toolbox, it was stored in the Personal.DgnLib, and was displayed automatically.  Why is a custom GUI object shown automatically from the Personal.DgnLib, but is not displayed automatically from another GUI DgnLib?

    I think this would be better as an Ribbon Button within the Drawing workflow > Home > Annotate tab. Within this you can add the 5 icons. Make sure you do this within the dgnlib. Even better would be to add a Template (within the same dgnlib) to force it to the correct levels, text sizes etc. These can be driven via the CAD Std dgnlibs.

    This is something I do for text, dims and hatching. Thus if a users presses 'Hatch', it will auto load the correct level, colours, scales assign the correct hatch patterns ie brick etc
