We cannot install ms10050040en_updt5.exe.
It popped up "Microstation CONNECT Edition has stopped working" with a CLR20r3 error and System.TypeLoadException.
But some of computers are able to open it, so I am sure that is not the corruption of the installation file.
Any steps to solve this?

Yes, I have also read that topic relating to Haested products. But nope of them worked.
This issue happened after Windows Update of .NET security and quality rollup (May 2017).
You were not able to install / repair / uninstall it because the installer was just crashed (for Microstation CE only, all other uninstaller worked fine).

And yes, I have tried not to uninstall Windows Media Center and it wouldn't fix the problem.
This problem has solved.

Thanks for the feedback. Could you share/clarify what the resolution was? I'm not certain what is meant by "clear the missing DLL in registry", but I have made a few edits to "Case 7" in the Haestad wiki article.

After uninstalling .NET framework and WMC, I used ccleaner (free version and will not ask you to pay) to scan and fix the registry.
You may see the scan result with some error registry keys which are to tell you that recorded *.dll (about .NET framework) is missing.
And I did both of them together to solve:

For link 2 there has relationship, it crashed when startup Microstation CE installer but the error type was not exactly the same.
