In SS2 when a reference file was not found it would display in RED but the Display toggle for the reference file would still be toggled on.
In SS4 when a reference file was not found it would display in RED but the Display toggle for the reference file is now toggled off - why did this behavior change?
We have some specific seed files we have set up with dummy reference file names and the user goes in selects the file and browses to their project folders and replaces the dummy file with their own and the setting for level symbology display settings etc. are preset for them and they are done now they need to toggle on the display setting as well not a big deal but its now an extra set and can't figure out why you would change behavior

ok - I am confused here.
I opened the file you supplied in SS4 and the displays were off for the references.
I uninstalled SS4 and installed SS3, then opened the file and again the displays were off.
I uninstalled SS3 and installed SS2, then opened the file and again the references displays were off.
So in ALL cases, the file you supplied had the display off for the references.
So I don't think the issue is as you are stating.
Can you open a file in SS2 where they are showing displayed and not found ? and that same file shows different in SS4 ?

Dan you are right, in powergeopak it does not save the settings. I filed a defect. D- 710749 in plain microstation, it does save the settngs. thanks for your patience
