I am new to MicroStation and finding it quite interesting. I am having a contour data file in .xlsx/.csv format with x, y and elevation data assembled in it. Is it possible to bring/open that data in MicroStation? If yes, then please help me to move further on this.

Yes there is.
What is your software version?
Go to Help>About
You can use CTRL+T to open Tool Boxes. Open the last one - XYZ Text
After you can import data from TXT / XYZ files that you can create from your XLS / CSV files.

This will create points for each coordinate.
After that you can create a mesh with this points. ( You have to be in a 3d model file )
Better is if this data was send to you by Topography guys ask them nicely to export the surface to XML format. With this data file Microstation can do wonders!

Well... yes, manually. This is not a deditacted program to each especiality, but a general one. If you follow my tips until the end you'll get a mesh. Then you can create plan sections. A very tedious work if theres many to be made.
But if you get your hands to the XML surface you can do that automatically. One of the many wonders I was talking about.
