I am running into an issue where English language Level Names from Connect V8 DGNs appear as Chinese characters in the attribute table when imported into ArcMap. Saving or exporting as a V7 DGN or DXF does not cause the same issue and V8 DGNs produced in Microstation V8i also do not have the same issue. Is there something different about how Connect is encoding V8 DGNs? Does anyone have a suggestion to fix this issue? I've checked all the language settings in Windows, Arc, and Microstation and everything is set to English.

Might have found a work around.... we tried saving the dgn as a dxf and did not have any issues with the Layer names in ArcMap.

Our tests using ArcMap 10.7.1 show the expected Layer names in English. The problem seems to be resolved with this newer version of ArcMap.
Let us know if you see the same positive results.
i'm having the same issue where i have English language layer name from ORD V10.16.0.80 but when the dgn file is imported into ArcMap v10.5.1.733 appear as chinise character. Does anyone knows how to fix it? when you have a different older version from the newer one?
What is set under Windows Regional Settings regarding "Beta: Use Unicode UTF-8 for worldwide language support"?
Not sure if it is related but opening or attaching SHP files with UTF-8 encoding we also lose non-latin letters but not replaced with such gibberish.
