I am running into an issue where English language Level Names from Connect V8 DGNs appear as Chinese characters in the attribute table when imported into ArcMap. Saving or exporting as a V7 DGN or DXF does not cause the same issue and V8 DGNs produced in Microstation V8i also do not have the same issue. Is there something different about how Connect is encoding V8 DGNs? Does anyone have a suggestion to fix this issue? I've checked all the language settings in Windows, Arc, and Microstation and everything is set to English.

Just came up with the same issue - any solutions/ workarounds to found?
It appears Defect # 691378 may cover this issue but I would suggest raising a new Service Request with Bentley Tech Support to ensure your issue is related to this problem.

With MicroStation CONNECT, all text internally is Unicode. Earlier versions of MicroStation used 8-bit (e.g. ASCII) character strings. I don't know about DXF.
