Nested Reference Files -- Level on/off not updating

Question

In the past I have been able to create a "master" file with all of my references and then simply attach that 1 file to my sheet file in order to simplify my life. In this way, I can change what levels are on/off on my master file instead of needing to open all of my sheet files to adjust what levels are showing. However, I'm having issues that when I make changes to my master file (turning on/off) those levels stay on in my sheet file. How do I make them update with the changes to my master file? if I reattach my master file, it updates however that eliminates the ease of using the master. Thanks!

I have had similar problems.. but I found 2 ways to fix this.. well this is how I do it.... 
 First when your in the model space building your nests make sure the ref manager always has the button ref overrides always ticked on , it has nothing to do with symbology overrides its was a poor choice of a label perhaps it would have been better to use level updates or level sync.. anyway we continue.. 
 Now in your drawings when you attach the nests, again make sure the same button is set to always ... next attach your nested model to your sheet model and this time set the reference manager setting level overrides to Never... again its nothing to do with level overrides symbology its to do with changes to level on or off in the source refs... 
 Now go back to the original nested file model and try turning levels on and off and save settings now return to the sheet model it should now reflect the changes.. 
 If not reflected changes check the nesting is deep enough, no luck , then go to the model space of your drawing and detach and reattach the nest but you don''t want to do this for every sheet... 
 go back to the sheet model try toggle the never and always and zoom in out and refresh the screen ... still no joy .. and you dont want to do this for every sheet... 
 ok one last trick and this always works for me go back to the nest file ... disassemble your nested file ie detach the refs and rebuild it reattach and levels on off ...go to the drawing sheet and check is it ok now.... still no joy 
 search for level synchronization in the forum .. there is a config variable that needs to be set and I think there is also a keyin to resynchronize all the levels.. 
 I try not to use a nested file as a multiple purpose file, ie a separate nested file for each type of drawing ie one for pavement drgs, another for drainage plans and another for alignments that way I only have to tweak specific nested files for a specific set of plans and those tweaks won't spill over into other plans... plus its easier to control over a big job of 300+ plans especially if you don't have projectwise...

changing the override symbology in the container file should reflect up to the sheet. I have also tried changing the physical color and it shows up thru to the sheet. 
 The one thing you have to keep in mind is what Mary has mentioned below. Once a change to the override has been performed in the sheet, it stamps the level table in the sheet and you will no longer have the "sync". The nesting trick she mentions may not work and you will need a reattachment to get the "sync" back.

ok I use V8i 
 lets say I have to make alignment plans for 5 sheets to cover the length of road 
 first I make a nested ref file I call it road_des_alig_Nxref.dgn this will be my container to hold all the common files so I dont have to attach 3 files to my plans just the one.. in this file I will ref attach Chainage_XRF.dgn and Des_contours_xrf.dgn and Drainage_Des_xref.dgn 
 and all Will be attached in the ref manager with Always at the bottom of the ref manager...world coincedent and annotation scale set to what I know the sheet set needs to be... 
 now I create my first plan of the plan set, set annotation scale for the sheet set here same as the refs, and in this file ( Drg_no1.dgn) I ref attach my nested xref road_des_alig_Nxref.dgn ( tip keyin RF=. to do it faster than attach ref) with nesting on level 1 deep and level oride alaways in the ref manager... now I have to go to the model space of this file ie Drg_no1.dgn and ref attach the model space ie self ref with nesting depth +1 extra to the model space so nest depth 2 and also have ref manager orrides set always, and in the ref no to annotation scale so it uses the annotation of the model not the refs so any text from ref is right size, and the sheet is 1:1 mm .. personally Prefer to scale up the sheet and move it to the worlds coords of my xrefs so coords are maintained.. but more and more people are being influenced by our acad freinds to do it at 0,0 and scale the refs down... yuck! then I clip ref by the the panel clip boundary and save as next sheet drg and shift ref file with move and move clip boundary by my panel clip width and continue on... 
 Now some users seem to agree you need to disable the ref lev orides to never in the sheets so the syncs are not broken...I do to but its not consistant behavior or may be as we are all useing the same files in projects that others are changing the presntation without communicating the changes to other drafters and designers... but since sheet models this has becaome a more and more pressing issue...
