OBSERVATION:When I attach a reference file using Coincident or Coincident-World orientation, then move it, the reference dialog continues to remember how the reference was originally attached. If I then change the orientation to something else in the reference dialog, then change it back to Coincident or Coincident-World, the reference shifts location to its true Coincident or Coincident-World orientation.
QUESTION:Are there any other conditions that will cause the reference to shift back to its true Coincident or Coincident-wWrld orientation?
I am not sure I follow what you have posted.
When attaching the file is it not coming in correctly ? is this why you are "moving" the file ?

I have users who initially make an attachment coincident or coincident-world just to get it attached. Then they move it to where they want it to be displayed. This commonly happens with sheet borders and multiple views being placed on a sheet. Not the best practice, but I have to recognize that it does happen.
This practice can cause problems later if adjustments are made to files. I have listed one such adjustment. I am wondering if there are any others.

The better method in that case is TOP instead of world or coincident as as it moves the ref on the fly at the cursor...
You could make a video and teach your users or show them how, its not too obvious as its sort of hidden further down the menu and you may even want to investigate a keyin that changes the setting to top before they browse to find the ref file and make a menu or Fkey or even a vba tool...to make it even more easy to use

from the workflow you just described, I would suggest using a saved view for your reference attachment.

While these are good responses, they still do not answer my question: Are there any other conditions that will cause the reference to shift back to its true Coincident or Coincident-wWrld orientation? I need this for my write-up describing WHY users should not move coincident or coincident-world references.
