I am new to Microstation, so maybe I just don't know how the BREAK command works.
I can break a complex element (created from Horizontal Geometry - Complex by PI) successfully. But when I hover over the complex element, the full length of the orginal element is displayed. If I select the element, I see the entire original length. Is this normal? Why does Microstation display the original element?
Please tell us which version of MicroStation you are using (e.g. 10.05.x.y).

This isn't a Microstation issue - it's is specific to the modification of a Horizontal Alignment created by Power InRoads. Mwlong has the right answer for this situation.
If you try that command on a plain Microstation element (not created by InRoads) you should see that it behaves as expected.
