I have one user whose cursor cross hair has changed to black, and I have no idea what might be wrong.

Changing cursor color will change the full-screen crosshairs, but not the smaller version (stays black).

but everything seems to be fine from a Microstation standpoint (BG color RGB = 0, 0, 0). This happens in any file he opens, and does not happen to me when I open the same files, so I believe it to be some sort of systemic issue, not file-related.
I believe he has Windows 10.He is running an NVIDIA GeForce GTX 1060, version 22.21.13.8205
If this is a display driver issue, please explain it to me as thoroughly as you can so that I can effectively communicate the problem to our IT guys.Thank you.
you say it is only his machine. What happens if you or someone else logs on to that machine ? do you see the same issue ?

I'm sure part of it is that V8i SS3 (and, I suspect, Power InRoads SS2) is not supported on Windows 10. That may not be the whole problem here, but I'm sure it isn't helping. This guy, and a couple of others, have been having transient "weirdness" for a while. This problem just showed up this morning, but there have been other head-scratching behaviors cropping up from time to time.

OK.
I changed the QV variable in his UCF, and it did nothing. I tried 11, 10 & 9 with no visible change in behavior.
I logged into his computer as myself, and there WAS a change. To begin with, the icons are larger (not huge - normal looking, compared to his tiny icons). This leads me to suspect that there may be a resolution issue (which may or may not be related) but I can't check until he comes back to log himself in. The crosshair was restored to the normal white. It would seem that there's something in his Windows profile that is affecting the display of the crosshair.
I'll check his resolution when he gets back from lunch. I don't know how that could be the problem, but it was the one thing very noticeably different between my profile and his. Are there recommended resolution settings for V8i SS3?
If that's not the problem, what else could it be? I'm aware of some problems people have with running SS3 on Windows 10, but that's something I will have to collect documentation on and pass up the chain of command (which is no longer me).

I would think that since you did not experience the same problems, that it is related to either his windows profile or possibly his "prefs".
The easiest thing of course (not involving IT) is to remove the files in his prefs folder for MicroStation.
C:\users\username\appdata\local\Bentley\MicroStation\8.11\some weird name\prefs\
If this does not work then try having IT create a new windows profile for the user.
It was even easier than that...
Restarting his computer fixed it. Apparently he had logged into his workstation over the VPN last night, and none of his programs looked "right" this morning. I had to restart his computer in order to log in as myself, then restart again to log him back in - and everything looks fine now.
I should have tried that in the first place :-o
This morning I am experiencing the same thing.
Neither a reboot or profile change fixed it.
Changing the color only changes it in full screen mode
Some tools work (ellipse, text, etc..) place line, select both use a black cursor
Changing to white background is the only way to see the black cursor at this point.
Did several Lenovo updates yesterday (suspect its that somehow)

I tried to open another project drawing with a separate Project Workspace and Bentley default User and Interface and got the same result. Normal Small cursor = Black no matter what the background or cursor color. (full cursor does change color with Design File color settings)

We've seen this issue on a few of our machines and our IT Department tracked it to Dell D6000 laptop docks. We suspect it's due to the dock's USB display driver. The cursor displays correctly when not using the dock (running the onboard graphics adapter).
We're running MicroStation V8i SS3 (v08.11.09.614) and Power InRoads V8i SS2 (v08.11.07.619) most commonly on Dell machines with Windows 10 1703.
If it can be addressed through software, we'd be very interested.
