1) Is it possible to save the icon bars settings when save settings does not help? The program (Microstation v8i + Inroads SS4) crash very often, and every time I need set the bars again
2) Is it possible to avoid slow "switching" models? When I change any model, then new model is loaded in about 5-20 seconds (sometimes the layers will not change, so the list matches the previous model). If I often change models, I just wait for the new model, for example profile with 100 max 1000 elements.

Save settings (Ctrl+F) saves design file settings, not GUI configuration. I am not quite sure what do you mean by "icon bars settings" (are you talking about Tool Boxes?), but in MicroStation these information are stored in xml files (e.g. <user name>.docking.xml) in the same folder where upf file is stored.
But I am not sure whether InRoads uses the same concept or they use e.g. different files or different configuration variables.

At first you should check if this is an issue of MicroStation itself or InRoads. If InRoads, you should ask in Civil forum, because applications like InRoads are tightly integrated with MicroStation and store plenty of extra information in DGN file, so it would be helpful to know whether MicroStation (without InRoads configured / loaded) switches the models with the same speed or whether there is some extra process slowing the switch related to InRoads.

Is your user preference file in a location where you have write-access? Is your configuration pointing to that user preference file?

If I delete files, program create new ones in the same place, so I can write. The settings will change if the files are deleted, so these files affect the settings. Mainly I need UserName-PowerCivil.docking.xml, there should be saved toolbar settings. All the selected tools are displayed but the position is not correct.

I am confused: In your original question you mentioned MicroStation V8i (SELECTseries 4) + InRoads configuration, but now you changed it to PowerCivil for Czech Republic. There two configurations (products) are not the same, so it has to be clear what product do you use.
As I wrote, it has to be checked at first how it the design file behaves in a plain MicroStation. Are you able to test it? I guess it's cannot be done easily in PowerCivil, because I am not quite sure whether all PowerCivil code can be switched off somehow.
This test will show whether the problem is in "civil app code", because e.g. it analyses code when closing / opening models, or the speed is defined by MicroStation itself. It would be interesting to check the same design file in Open Roads Designer CONNECT Edition.
Is it possible to share an example of your file(s) or at least to provide some statistics (number of models in file, number of referenes etc.).
Yes, I'm confused too. The main window is named PowerCivil for Czech Republic V8i (SELECTseries 4), but there is no PowerCivil section on the forum, but the same program is in the GEOPAK / InRoads / MX / OpenRoads section... I thought PowerCivil was a package in which Microstation V8i + Inroads.
Modifying models is probably the case of PowerCivil / Inroads, I do not know how to create a dynamic model in a separate Microstatin.So if you can solve a problem with the toolbar settings, I'll be glad.

GEOPAK | InRoads | MX | OpenRoads forum is dedicated to all civil products including PowerCivil.

This is true only in general. PowerCivil for <country> is always one product created specifically for a country or area (group of countries). When released few years ago, thay were different, always packed accordingly to a particula market. So some PowerCivils were GEOPAK based, others more InRoads or MX based. Also MicroStation tools available in PowerCivil versions were different.
I am not civil specialist, so I have no deep insight into PowerCivil development, but my assumption is that version by version PowerCivils have been unified with the ultimate target of OpenRoads technology as a replacement for properietary GEOPAK / InRoads/ MX tools. Because of that, to think about PowerCivil as about MicroStation with InRoads package can be confusing in some situations, because it's not MicroStation + extension, but one product, so a behaviour can be different than in a plain MicroStation.

I am not quite sure what dynamic model in civil context is. But I know many tools in civil products are now more data-based than graphic-based and they are represented dynamically to a user. It means civil products (which is a behaviour similar to other discipline specific tools like Bentley Map) store plenty of hidden data to models, in some cases they use invisible models as containers. And it's the situation when the behaviour can be different in MicroStation and in civil product.
