Hello. I have a complex chain (series of smart lines) shape that is missing the closing piece. How do I edit this element to add the final line that will close the chain, turning it into a shape, allowing me to assign a transparency value to it?

draw the connecting line and then use the create complex shape tool. Make sure the "simplify geometry" option is selected. The end result should give you a closed shape and let you assign a fill type, color, and transparency.

Hi,
First you have to drop the complex chain.
Then from te groups ribbon or toolbox get "Create Complex Shape", and then follow the method (automatic), Maximum Gap (0.0) and turn on Simplfy geometry.
Finaly click on the first element of your almost shape, the end result will close the gap. With this you can fill the element with aspect you need.

you do not have to drop the complex chain first and letting MicroStation close the gap may not give you the result you want, but it should work as Jose explains.
You don't have to drop the complex chain first. Use the Flood method in the Create Region tool.
