Green at Microstatoin (Autodesk background). We have a files provided by a client. When I reference one of the files into our file the line scaling is off. I compared our file against a provided file that shares the same reference as ours here is what I found: The Drawing Scales are identical, with annotation scaling on. I checked the Model Properties and Line Style Scale is set to Annotation Scale for both. Both are 2D Design files. The reference file in question are attached in both drawings with Scale Line by Reference Scale and Use Active Annotation Scale. If I set the reference Presentations the same I still have the issue. View attributes are similar with the exception of Fill and Level Overrides are turn on in our dgn file. I know I’m missing something but cannot find what this is.

Did you check the lock settings in your file? Go to <Settings <Locks <Annotation Scale and make sure that is turned on.

While I can't think off the top of my head what might cause this (there are more than enough settings to control linestyle scale!), you can try a reference setting that sometimes will correct this sort of thing for me.
In the reference Properties (either at attachment, or double click the file in the reference dialog, there is a setting near the bottom "Global Linestyle Scale". This most often defaults to Master. That means that custom linestyles in the reference will be scaled by the master/main drawing linestyle scale. When I run into scaling issues, I can often fix them by changing that setting to Reference. That ignores the master linestyle scale, and instead displays the linestyles as they are scaled in the reference file itself.
I also find this setting handy for "real-world" references, when I have a drawing of lines that really should not be scaled (pavement marking and drainage pipes come to mind).

There is a setting for the way Custom Line Styles are scaled in the Model Properties. Can be scaled by Annotation Scale or the Global Line Style Scale factor. See if that matches the other file.

Are you referring to the Line Style Scale in the Model Properties dialog? Sorry but I'm green to Microstation and am uncertain what you are referring to.
