I'm resurrecting this thread because I have a similar problem. I have a custom toolbar defined in a .dgnlib. I had a customized version of the Change Attributes tool in the toolbar (I added a key-in to turn off the "copy" option). This worked just fine for literally years. I occasionally go in and tweak the toolbar as I find new ways to streamline my workflow. Suddenly, the Change Attributes tool stopped working. I get a "Unable to load/create dialog item of type 'ToggleButton', id=59 from dialog "Change Attributes" error message. Now the tool doesn't show up in either the custom or default locations. I removed the tool from the custom toolbox and the default tool works as expected, but after I put it back in, even without the added key-in, it works in the .dgnlib file, but doesn't work when I return to a dgn. I'm using SS3.
