I recently added memory to my system and immediately my snap lock began acting up. I do not use AccuSnap. Whenever I tentatively snap on an element, the cursor sticks on that point until I use the reset button. Then, normally that would cancel the operation, but it just releases the tentative snap to allow me to snap elsewhere. I am not accustomed to that and I want to be able to cycle through tentative snaps without having to reset.
Is there a setting that controls that?
Usually if you keep hitting the tentative snap you should cycle through the various points then data point when you find the desired point. Not sure I follow

Could you have multiple elements, one on top of another, that it is snapping too?

In the past, I could cycle through element choices for snap locations. I would not have to reset to do the cycling.
It is not that I have multiple elements. The tentative snap sticks to the first element that it locates.
And just using tentative snap again does not work. If I have several points close to each other and I use tentative snap a point is selected. If I hit tentative snap again it moves to the next point. I can keep doing that until I find the desired point. No reset in between.
