I'm trying to copy and paste some object into another drawing and I have the scale set to 1 but when I measure the pasted object its larger than the original object I copied from. Im sure it probably has something to do with the scale but im not familiar with customizing the drawing scale, the drawing units however are the same. (I'm in MICROSTATION CONNECT, I cannot send a sample file, I cannot open any file you may send to help, all objects are 2d elements, nothing is referenced, there are no reference files, everything is in directly in the file, nothing is referenced)
Not sure exactly which method you are using to Copy&Paste but I would suggest referencing one design file into the other. That way if there are different working units, scales etc. that this will be taken into account. There are also the scale options when referencing. You would then use the Copy tool provided in MicroStation rather than the Copy&Paste which is a Windows tool.

Andrew's method is the best way to accomplish your task. I never liked using copy & paste from one drawing to another. Much better to use referencing and use the regular Copy Element tool.
