I am a fairly new user of Microstation Plant Design. I have used Microstations for about 2 years off and on and have never had this problem. When I try to dimension something the dimension dont show up. ( no dimensions, arrow heads , nothing)
Is not the level being on or off, for I can draw objects in the same location. Its not the position of the dimensions in 3Dspace. for I can draw objects and see them. Its not the section of the dimensions in the dialog box , for it is deselected.
Also I can open other drawings and have no problem putting dimensions on objects.

Check that View Attribute for Dimensions is enabled ( As you say above you have checked the Level was on,
View Attributes would be the next logical thing to check )

This was exactly what the problem was. I had inadvertently turned off level 50, which was the dimension level.
