Is it possible to export DGN files that have item types ( connect edition ) in to DWG files with attributes?
I have a client that basically wants a navisworks review file with tags/ attributes. My first thought was that if i am able to convert my dgn with item types to dwg with block attributes this would work ( imodel or dgn with item types are also not compattible with navisworks ). But so far i have not found a way, the item types are lost when i save to dwg. Any ideas if this is possible or not ?

Realizing that a DWG attribute is part of a block, so if your item types are attached to cells, you should be able to save them as attributes. Also keep in mind that attributes are texts only, so non-text properties are dropped to text type and then turned into attributes. This might be OK for you though as DWG attributes are what you want anyway.
If your item types are attached to non-cell elements, maybe Mark's workaround can be a valid alternative?

I've been doing a bit of research and nothing I do enables me to convert a cell with Items to an attributed block. Am I missing something? No matter how the cell is created, no matter what type it is, once it is a DWG ATTEDIT will not pick up the items, and nothing shows as an Attribute in the Properties window (ie the Item isn't converted).
Try upgrade some cells with Tags to Items and then check in DWG if it works. This could rule out if it is conversion or input data issue.

I recommend to post a new question, plus to follow best practices (like to specify exactly what version do you use).
Cells with Item Types attached should be converted to DWG blocks with attributes. Did you try to test opposite direction and to check whether blocks with attributes are converted to DGN cells and Item Types (or Tags, depending on your setting of DWG conversion)?
