In the element selection window, it used to place the level of an element I clicked on, on top,
highlighted. This was very useful.
Then, suddenly, a few months ago, it stopped doing that. It now does nothing, when I
select an element.
How can I restore its previous behaviour?
What could have made it change?

It may be a corrupt user preference file. You may want to refer to the following:

Just checked with Powerdraft Select Series 4 - the element selection window looks exactly the same as yours. Just click on that up arrow next to "Level" so it points downwards. Then the selected level is displayed on top.

You may find you had a USED level filter set in the file. This would display the levels in the selection tool differently.
With the filter set, the selection tool will only display the used levels, you can then use the columns to change their display order.
