Even i select fill type none when I try to create a region, it apprears fill.

What Display Style are you using? This may matter. Does this problem occur to all shapes, also from attached references?

Are you using MicroStation, or some other application? What version (e.g. 10.x.y.z) of MicroStation or the app. are you using?

post a small sample of a dgn when you make a simple polygon and simple region both no fill and we will open and see what the settings are and if we can do what your asking of if the file wont let us... will help narrow the field if we have a real dgn your having trouble with...

I am thinking the same as Ivo Blaaw, that you have a Display Style turned on rather than plain Wireframe Display. Something like the Smooth display style would show any region or shape as a flat fill.
