Hi, up until recently I have been able to change the scale of annotation cells in a drawing by going to Model Manager > Edit Model Properties > and changing the annotation scale. This has stopped working for some reason.
My annotation scale lock is still checked, Propagate Annotation Scale is still checked, Update Fields Automatically is still checked, Can be placed as a cell is still checked, Can be placed as an annotation cell is still checked. The cells are checked as annotations.
Does anyone know what can be causing this sudden inability to rescale annotation cells?
Is it possible to post a sample file where this is occurring?
You may want to review the properties of the cells and make sure that the "Is Annotation" status is enabled:

If the cell is in a reference you may also want to check the reference properties and check the status of "use active annotation scale"

Took a quick look and the "Is Annotation" status is set to false on all the cells:
Switched the status to true and the elements resize according to annotation scale.
Thanks David! But for some reason the status is locked at False (cannot switch to true in properties pull down).
Were you able to?
Also, I have no idea why this is coming up as "False" because in my .cel file this cell is checked for "Can be placed as an annotation cell.
Does this make sense to you?

As per your screenshot Element Information dialog, you're working with a V8i generation Microstation.
With Connect Edition generation you can change that.
Futhermore your cells are shared cell, which I don't recomend unless working with high 3d models with large cell like trees and similiar things.

You should drop your shared cells to normal cells with Drop Element command, Then delete your unused cells with this key-in "delete scdefs all".
Then when placing your cell make sure your shared cell it's turn off and use Scale Annotation on. If needed use replace cell with the new ones.
