I'm looking for help from someone who is familiar with the USACOE CVTPC ASCII import for MicroStation v8 utility. I have been able to figure out how to set up the attribute and model files and import an ASCII coordinate list file but my problem is that all of the cells are placed on the currently active level and all are the same color, not on the levels or colors as assigned in the attribute file. Any help on figuring out this issue will be appreciated.

Where does one find that utility for MicroStation V8i? What is the USACOE CVTPC? A web search doesn't reveal much. Perhaps you mean the USACE CVTPC?

I found an image with google ..in a scribe doc which is part free preview ( you could buy the doc after looking at the part download and seeif it helps seems to be the instruction manual) but I couldnt find the application it looks pretty old pre v8i as its got level numbers..... but you could email ERDCinfo@usace.army.mil to see if you can get help.. here is google image form search...
But if they are just ascii txt file file with xyz and the cell name... you can use the xyz import tool and do it several times to import named cells and set the active level you want for the cell first , then run again and bring in the text on an other level.. you to set the attributes of the current level to import into with xyz tool (aka import coordinates tool) before you run the tool... but the format of the txt has to be the same as the pull down options and you have to have the cell library active and the cell to place active... first.. look in help under import coordiantes tool....
Hope this helps but google alway my first go to as it also search the Bentley forum if you put microstation in the search too....

It does appear that this utility is supplied as a part of this USACE CVTPC custom configuration. Unless someone looking at this post has experience with or actually designed this utility, it might be worth contacting those that produced this. Also, the documentation located with this Google search appears to be from 2007. It may be that these tools were designed for an earlier version of MicroStation.

Wow what an interesting long doc.. I reckon you could just about teach yourself to be a US army surveyor from it... very comprehensive detailed doc.... FYI 2007 and a lot of the msnt screen shots in it were from SE / J but alas I didn see any help with ascii import tool mentioned in posts.
I think the xyz import tool run several times is your only option.
