I'm attempting to change the dimension lines and text color. The settings were set to Inherit color and I can't change this (not sure what I have missed). The goal is to use ByLevel for the dimension color. What I have attempted is select ByLevel for the color under Dimensions Lines and Text. Since that did not work I also tried by unchecking Color for each. What I get for either scenario is the same color no matter the level I'm on. Please advise an inexperienced MicroStation user.

There are a number of questions to understand how you have placed the dimensions.
Maybe you could supply an example design file or a couple of screen captures to show how you are trying to perform this.

Missed the question about selecting Active Color as ByLevel, the answer is yes I tried that but it did not work either.
Would you be able to supply an example DGN file so we can see how you might have placed the dimensions.

Thanks for the example design file. It appears that you need to define the ByLevel color for the text within your TextStyle being using in this Dimension Style, IDOT032.
Andrew, thanks for the help. after 10.5 hrs working I decided to go home.
I attempted (I think) to define the text to ByLevel for the color by Selecting Color and selecting ByLevel. This did not change the appearance. I have unchecked the Color for the text but same results. Attached are screenshots of what I have setup. The second attachment are the results. As you probably can see the color of the text and leaders should have been 35, with 0 line weights but I'm getting color 45 with a line weight of 3.
