I'm attempting to change the dimension lines and text color. The settings were set to Inherit color and I can't change this (not sure what I have missed). The goal is to use ByLevel for the dimension color. What I have attempted is select ByLevel for the color under Dimensions Lines and Text. Since that did not work I also tried by unchecking Color for each. What I get for either scenario is the same color no matter the level I'm on. Please advise an inexperienced MicroStation user.

Looking at the file you sent - you have the color for the dimension lines and the extension lines set to color 43 and the text and terminators color is not set. You also have the dimension set to go on level "Design_PR_Roadway Dimensions" . If I look at the textstyle used , it does not have its color set so whatever color is active is used.
Are you attempting to change an existing notes color ? or are you attempting to change what will be placed ?
I am only going by the file you have provided.

Tim, you are correct about the smbology settings in the file I sent. I have been trying various settings to get this to work but have not been able to. I have not found where to change the level from Design_PR_Roadway Dimensions to use the current level.
At a minimum I would like to have all new notes and dimensions use the active level, color and line weight. If the older items changed to that would be great.
I inherited this from someone else that had zero experience with MicroStation, and I'm not much better. We are both Civil 3D users.

Tim, I was able to change the level my dimension were going to thanks to you mentioning what it was set to. Thanks for the help. Looks like I can get all new dims to appear as they are suppose to. I can modify existing ones as needed.
I some times have had to use LD=<the levelname I want dims to go on> so if the active level was "DIMS" keyin LD=DIMS
forces all new placed dims on to that level called "DIMS" in that file ... this is very old keyin but still works in v8i .. I'm sure some where in the advanced settings there is the level option but this one usually fixes it when they havent been defined properly...
