Yes - Immediately after I upgraded, and Yes, directly after the splash screen. Note that I upgraded from ms10090023en_updt9.exe (the last update as far as I know). BTW - I have entered a new SELECT SR #7000778020 on this issue. If you could get the support team to prioritize this I would appreciate it.
And while I have your ear, perhaps you could inquire about the defects resulting from the following SR's:
700060261970006770517000708400<edit> and 7000774442 (defect 888853) </edit>
