When I select a Raster reference in my Raseter Reference toolbox it becomes part of a selection set. When my users then use eg. the move command for something else, the selected raster unwanted is moved. Is there a way to prevent the raster reference files to become part of the selection set or to disable all manipulation commands, somewhat in the same way as the prevent delete option of selected raster references from the Preference settings dialog.
As Jose suggested you can lock the raster element from being manipulated.
Another option would be to have the raster use a coordinate system this would keep the file from being moved.

Me too, certain rasters that become a permanent part of the data, I lock them.
