I am searching for a while how to move the whole drawing including the References near to the basepoint (0,0).
I am able to select everything, click on the move button and I am able to move it.
But I am not able to just fill in XY=0,0 , it is not working during the move action.

I agree with mwlong - look at the "treat attachment as element" option for the references.

In Reference Manager, do you have "Treat Attachment As Element" checked on for all reference files? If not, you will not be able to move the references along with the elements in the active file.

This works perfect with one file, but this does not work with the references, (locate is on).
The move command requires FIRST the Point to move FROM - then the Point to move TO. Sounds like you want it the other way to work.
After your # 7. microStation asks you to to define the Point to move FROM. You Need click at that Point here.(Check the what microStation asks you to do in the lower left corner)
Now all the selected stuff should be Floating at the Cursor.
Then microStaiion asks you to define the Point to move TO. If the keyin window is open you can keyin XY=0,0,0
Also AccuDraw is active now. That means that you can use the AccuDraw Shortcuts. I prefer using AccuDraw over the keyin window for large number of reasons....
So instead of the keyin window you can instead:Press "P" - this opens a temporary window for the Input of a coordinate Point - if you just key 0,0,0 there all your selection should land at what you call the basepoint (called global origin in microStation)
