What does expiring support mean?

The first table outlines the Major Product Version of our various software, ie MicroStation, InRoads, etc, and where they fall in terms of Status or when they will enter a different support status.
The second table outlines what support services will be available in regards to each Support Status.

I have this question too. What exactly do "Expiring Support" and "Support Discontinued" mean on this page:

Simply means if you have issues you'll get even less help than you get now.

I too had this question. In a nutshell, "Expiring support" means:
Software versions removed from download area. No scheduled enhancements, automated updates and patches. No Windows 10 support, maintenance fixes, or access to Support Analysts. No application or security patches.
"Support Discontinued": Only CONNECT versions will be supported.
