Is there any way to move existing circles so that they're concentric? Like is there a tool for this or is it just a "do your best to eyeball it" thing?
I can't redraw the circles; I have to make the existing ones concentric.
In V8i there is a tool in the Manipulate toolbox called "Align Elements by Edge". One of the options for this tool is "Both Centers". Select all the circles you want to set concentric, then you will be prompted to select the circle you want everything to be concentric around. Works a treat.

There are a couple of way you could do this, depending on the number of circles you have to move.
Simplest method would be to select all the circles you want to move, use the Align by Edge command and in the drop down menu select Both Centres, then select the circle you want to have as the concentric centre and Accept.
Another method would be to select Centre as your default snap and for each circle selected you would be able to move it to the required centre position.

In addition to the methods already mentioned if you are using the CONNECT Edition of MicroStation you can use the constraints tools to achieve the same behavior with the added benefit that this will persist if one element is moved.
