Please tell me if there is simple way to turn off the filling option (if this is filling) for new rectangular or circle object, pattern region or simple closed polyline object.
I want a white interior ambient of this objects - not black. See picture.

If you want to create elements without fill choose the option "None" under Fill Type, when creating your element:
If the element is already created with fill and you want to remove the fill select the element and go to Element Information panel and in General \ Fill - choose "No fill":
If you want elements to have fill but you do not want to see them use "Fill" button in View Attributes [ CTRL+B ]:

I believe you do not want the interior white, but background color. So when you change the color of the background the inside of these elements will go along.

Here is another screen
Fill only applies to wireframe views, I see you have your view set to smooth. If you change your view's render mode to "wireframe" then everything Jose said is applicable.
For non-wireframe views, planar regions (ex. your shapes) are always treated as surfaces. You would need to create open elements (ex. linestrings) if you did not want geometry that is treated as a surface.
