I am using MSTelco. I am importing shapefiles into a DGN, and I want to display labels on the features from their attributes, like road names or parcel addresses. I can't determine how this is done. The attributes are imported with the shapefiles and can be viewed individually when I check on a feature and display the attributes. I want to pull out one attribute of the feature, like the name of a road or the address of a parcel and have it appear with the shapefile. I found lots of instructions for other Bentley products, but none for MSTelco which is a GIS version of MicroStation.

Please let us know the full name (I searched the Bentley Systems website for mstelco with no result) and version (e.g. v10.x.y.z) of the product you are using.

MSTelco and BSTCAD are variations of MicroStation configured for the telecommunications sector. The programs have more ties to ArcGIS for making georeferenced CAD drawings of utility routes. They run off MicroStation and we have the latest version of that. Any solution that would work for MicroStation will work for me.
Part of my problem is finding solutions for this software. Most of the searches I do return results for other Bentley products that do not work with this software

Shapefiles are not a single file, but have two components: a graphics file that MicroStation translates to show map features, and a data file that contains the attributes. From your description, it looks like those two components are present.
Some Bentley Systems products can use those two components to create GIS features (where a feature is an attributed graphic element), then use the feature data to create a label in the drawing. I don't know anything about MSTelco or BSTCAD and can't tell you whether they have that capability. Another place to ask might be the Bentley Map Forum.
If the attributes are able to be seen as element properties you may want to try pulling the information through fields.
