I am Trying to convert SBM to XLS with SBM2XML_BL_090506 exe file , when I going to browse file is show and error msg like this attached screen shot. Help me to fix this issue

Please explain what you want to achieve more clearly. Don't use acronyms without explanation: not everyone is familiar with SBM or XLS.
From your screenshot it looks like you're using sbm2xml.hta located in folder SBM2XML_BL_090506. What is sbm2xml.hta?

It doesn't look like SBM2XML_BL_090506 is an executable but a folder name. From it's name, I guess it's converting from SBM to XML, not SBM to XLS.
Is it this utility that you're attempting to use? What version of MicroStation are you using?

SBM stands for Side Bar Menu. It is a text based menu with submenu's that you can make appear on the side of your screen. Similar to a Screen Menu, but without the graphics. It was rather primitive and limited, but also effective in it's days. It became unsupported from V8i and did not get integrated into CE if I'm not mistaking. The SBM to XLS program should convert the text file to a XML file, wich can be imported into a DGNLIB that will turn it into pull down menu's.That said; I've no idea what the error means.The SBM to XML is usefull but not necessary. You can open the SBM files with any text editor and use the command strings found there to build your own menu's in a DGNLIB or in a Screen Menu.

Yes same I am using the same but it is showing the same error again and again

We can't help you unless you provide evidence and information. All you've added is that you're now using MicroStation CONNECT.
Have you read Ivo's response? Does his explanation make sense? Have you opened your SBM file using a plain text editor as he suggests?

This looks like marketing spam. It is not an answer to the question about side-bar menus and XML.
