Unable to convert SBM to Xml

Hello Greetings from India, 
 I am Trying to convert SBM to XLS with SBM2XML_BL_090506 exe file , when I going to browse file is show and error msg like this attached screen shot. Help me to fix this issue

SBM stands for Side Bar Menu. It is a text based menu with submenu's that you can make appear on the side of your screen. Similar to a Screen Menu, but without the graphics. It was rather primitive and limited, but also effective in it's days. It became unsupported from V8i and did not get integrated into CE if I'm not mistaking. The SBM to XLS program should convert the text file to a XML file, wich can be imported into a DGNLIB that will turn it into pull down menu's. That said; I've no idea what the error means. The SBM to XML is usefull but not necessary. You can open the SBM files with any text editor and use the command strings found there to build your own menu's in a DGNLIB or in a Screen Menu.
