I've seen users previously ask about new levels not being turned on from a reference and I've read for V8i you should use the key in MS_REF_NEWLEVELDISPLAY and set it to 1. My Key In does not accept the command and doesn't recognise it. Any ideas as to why ? and how I can fix this.
I have the situation where the levels aren't turned on but I also have the situation where the levels are on but you can't see anything. Both drawings have the same reference source.
This is not a key in it's a variable. It needs to live in a .cfg file in your workspace usually standards.cfg or whatever your company standard is.
Duncan is correct - MS_REF_NEWLEVELDISPLAY is a configuration variable that needs to be set somewhere in your standards configuration.
Also, when you are checking if a level is "on", remember that there are three "types" of on/off that you can control from the Level Display dialog: View Display, Global Display & Global Freeze. A level needs to be on in all three to be visible.

The Key In you may have been looking for is "Set RefLevelOverrides On". This Key In works in V8, V8i and Connect. See if that works for you. You can have that set as well as the variable.https://communities.bentley.com/communities/other_communities/askinga/w/askinga/920/keyin-to-save-changes-to-reference-levels-or-not
You can control whether or not new levels are displayed in a reference file upon attachment. There is box in the Reference Attachment settings dialog. I believe the options available will be Always, Never or MS_REF_NEWLEVELDISPLAY. If you do not have the MS_REF_NEWLEVELDISPLAY defined in your workspace I do not know what the attachment would default to.
