Iam unable to select and hatch multiple elements at once unless i have Use Symbology ticked on.

can you provide more information about used setting and your workflow?
The Hatch tool can be used in different modes, also your design file can be both simple and complex (elements in different levels, different symbology used...). It would help to try to duplicate the described problem.

Iam hatching existing shapes in element mode. Selecting them all and hatching all at once allows the hatch to align in all shapes rather than hatch each single shape snapping to a common point.
I rarely hatch an element with the element symbology as i generally want the hatch to be different from the element shape for all sorts of reasons.

Based on a quick testing (busy day today ;-) it seems that when Associative Boundary switch is off, the hatch is always following element symbology regardless how Use Element Symobology is set. So when they are three elements with by level symbology but in different levels, every hatch is created accordingly to the level symbology.
When Associative Boundary is on, it's possible to define the hatch symbology using Use Element Symbology toggle. When it's off, the hatch is created using active attributes.
It makse sense to me, but I have no idea whether it's correct and whether V8i works the same way or differently.
