Dimension text orientation is fine in the reference file but when something is copied using a fence or the selection tool the text orientation goes vertical. Some users see it go to 45 degree. Active Angle is set to 0° in both cases. Nothing stands out about the dimension settings. If I place a new dimension the text orientation is horizontal. The Change Dimension tool doesn't change the orientation on the copied dimensions. I can't see anything out of the ordinary on text or dimension settings. The problem isn't limited to a particular DGN used as the reference.
Screen shots below are before and after copying respectively.
Only fix has been to delete the dimensions and re-dimension.

You could try the command "CHANGE DIMENSION VIEW view number" to see if the text will realign correctly to your view.

The command did re-orient the text in the dimensions to horizontal. So that probably still begs the question of why the Change Dimension tool won't reset the text to the active settings & why the text is changing in the first place.

Before copying, the reference is rotated? And the orientation of the view?
Text orientation from dimensions will go along the view orientation.

I suspect that it has something to do with what Jose is talking about - that dimensions orient themselves to the view they are created in, and they don't update when copied to (or viewed in) another view. If your reference was drawn on an angle but dimensioned in a view that was rotated to "look" horizontal, the dimensions will "remember" that orientation. When you copy them out of that file, they don't "think" to orient themselves to their new home - they still "remember" the orientation they were created with. You need to tell them what view to use with that CHANGE DIMENSION VIEW command.
Active dimension settings don't seem to store any pre-set view orientation, and so have no way to pass that along.
That may not be completely technically correct, but it's the best way I can describe the dimension behavior I've seen. Hope it helps a little.
Views have not been rotated in the file that is being referenced or within the active file. The problem isn't limited to a particular referenced file. Referencing the same file in V8 2004 works fine so I don't think the views in the original files that are being referenced have anything to do with the problem.
