ACS is your answer. If the ACS is in the original position/orientation (first picture) you'll see it vertical and horizontal to you:
If you have your view rotated you'll see the ACS rotated:

In VBA, the View object does have a Rotation property.
Microstation BASIC has been obsolete for a number of years now. I would suggest taking a look into the VBA programming. There's an entire discussion board here dedicated to VBA/MDL programming, where you could probably get a lot of help.
